MapleStory Classic World introduces a citizenship system that allows players to become residents of Henesys or Kerning City.
Starting at Level 12, players can explore town-specific activities, unlock special items, earn citizenship rewards, and eventually gain access to housing.
But which town should you choose? Does your character’s job matter? And what benefits can you actually unlock?
This guide explains how citizenship works, where to register, and what to consider before choosing your town.
How to Unlock Citizenship in MapleStory Classic World
To begin your citizenship journey, your character must reach Level 12.
There are currently two towns offering citizenship:
| Town | Citizenship NPC | Location |
|---|---|---|
| Henesys | Arthur | Henesys Town Hall |
| Kerning City | Roxy | Kerning City Civic Center |
Henesys Citizenship Location
If you prefer Henesys, head to Henesys Town Hall and find Arthur, the Town Clerk.
Arthur is located on the ground floor, toward the right side of the building.

Kerning City Citizenship Location
For Kerning City, visit the Kerning City Civic Center.
Look for Roxy, the City Clerk, on the upper-right floor of the building.

After reaching Level 12, follow the town’s introductory citizenship activities and speak with the appropriate clerk about registration.
Read the registration dialogue carefully before making your choice.
Henesys vs Kerning City: What’s the Difference?
Both Henesys and Kerning City provide citizenship progression, town-specific activities, special items, and access to housing once eligible.
However, their locations, local activities, and available rewards differ.
Henesys Citizenship
Henesys offers:
- Citizenship registration through Arthur
- Local quests and activities
- Town-specific items and benefits
- Citizenship grade progression
- Access to Henesys housing after meeting the requirements
Henesys may be more convenient for players who frequently travel through the town or prefer its available rewards.
Kerning City Citizenship
Kerning City offers:
- Citizenship registration through Roxy
- Local quests through the Community Board
- Town-specific items, including throwing stars
- Citizenship grade progression
- Access to Kerning City housing after meeting the requirements
One particularly interesting benefit for Thief players is the availability of Wolbi Throwing Stars.
We’ll cover that reward below.
What Are the Benefits of Citizenship?
Citizenship provides additional opportunities beyond normal leveling and job advancement.
Depending on your town and citizenship grade, benefits can include:
- Access to town-specific items
- Discounts on certain general store purchases
- Reduced cab fares
- Storage Keeper discounts
- Local quests that reward Contribution
- Additional rewards unlocked through citizenship progression
- Eligibility to purchase housing
One important detail is that not every reward is immediately available.
Some items require you to increase your citizenship grade before they can be purchased.
Example: Wolbi Throwing Stars in Kerning City
If you’re playing a Rogue or planning to become an Assassin, this is worth knowing.
At Kerning City’s General Store, you can find Wolbi Throwing Stars among the available items.
However, the item has a special requirement.
To purchase Wolbi Throwing Stars from this shop, your character must reach the Kerning City citizenship grade of Helpful Stranger or higher.
The item tooltip in the screenshot shows:
| Attribute | Value |
|---|---|
| Item | Wolbi Throwing Stars |
| Required Level | 10 |
| Weapon Attack | +17 |
| Shop Price | 1,000 Mesos |
| Citizenship Requirement | Helpful Stranger or higher |

Image caption: Wolbi Throwing Stars are available in Kerning City’s General Store, but purchasing them requires Helpful Stranger citizenship grade or higher.
This is an example of how citizenship can influence your equipment options.
For players using throwing stars, Kerning City may offer a useful early-game incentive.
However, you should compare the available rewards in both towns before making your final decision.
How to Increase Your Citizenship Grade
After beginning your town’s citizenship activities, look for the Community Board.
These boards provide quests and requests involving local residents.
Completing eligible citizenship activities earns Contribution, which is used for citizenship progression.
As your Contribution increases, you can unlock higher citizenship grades and additional town benefits.
Finding the Community Board in Kerning City
Kerning City’s Community Board is located in the main city area.
In the example below, the board offers a Level 12 quest titled:
First Greeting with Mr. Pickall, the Town Resident

To begin exploring citizenship quests:
- Reach Level 12.
- Locate your town’s Community Board.
- Review the available quests.
- Complete the required objectives.
- Check your Contribution and citizenship grade progression.
Continue completing eligible citizenship activities to work toward additional rewards.
Can You Buy a House in MapleStory Classic World?
Yes! Housing is another feature connected to citizenship.
Housing became available with the October 21, 2026 Grand Launch.
Players who reach the required citizenship grade can purchase a house using mesos.
Based on the launch housing requirements:
- Your character needs Visitor citizenship grade or higher.
- Houses must be purchased using mesos.
- Housing is shared across characters on the same account.
- An account can own one house at a time.
Before purchasing, check the latest housing requirements and prices with the town’s Estate Agent.
Housing can be a longer-term goal while you’re leveling and increasing your citizenship grade.
Which Town Should You Choose?
There isn’t necessarily one perfect citizenship town for every player.
Your choice depends on your class, preferred activities, and the rewards you want to unlock.
Choose Henesys If…
- You frequently spend time in Henesys.
- You prefer the town’s location and activities.
- Its specialty items or housing appeal to you.
Consider Kerning City If…
- You’re playing a Thief or planning an Assassin build.
- You’re interested in citizenship-locked throwing stars.
- You prefer Kerning City’s activities and rewards.
- You want to pursue housing in Kerning City.
Our Recommendation
If you’re playing a Rogue or Assassin, Kerning City is worth considering because of its citizenship-locked throwing stars.
For other classes, compare the towns’ available items, activities, and convenience before registering.
Remember that citizenship is separate from job advancement. Your character’s class does not automatically determine which town you should prefer.
